After driving with some snow frozen to the truck in the morning for one mile, you can see where the warm air was coming out of the vents and melted the snow.

Eh, I don’t kmow
I forgot to say it was below zero that day. The heat had to come from the engine. There was no other source.

You don't need massive air flow to provide function. You just need to bleed pressure at the high-pressure zone by the back of the hood. You might be surprised at how just "uncorking" the hood can increase flow through the radiator up front, just like letting air out of a tire valve...the nozzle is tiny compared to the volume of the tire!

Drove only 2 miles with the vents covered with wet, packed, snow.

Same here, after snow and engine warmup, some of the ports are clearly venting warm air. I'll stick with my "wine bottle analogy". The goal isn't some high flow rates like an intake, the goal of these vents is pressure relief under the hood that aids in flow through the radiator and around the engine without allow large amounts of water into the engine way.

On some of the Mustang GT's water constantly getting into the engine bay through the hood vents was actually an issue! Now those hood vents were for high flow at high speeds given the application, Raptor has a different design goal and use cases, and I think they work well for their intended purpose, but some may disagree and certainly you can mod them for more flow / pressure relief.

Holes are so small, I wouldn't call it functional.
Maybe think about it in vacuum leak terms, it doesn't take much of a vacuum leak, broken or dislodged hose to make some engines run bad so maybe Ford considers the amount of air the vents MAY move as beneficial.

Anybody paint there vents?
