Starting in 2024 the credit will be applied at the time of purchase so long before we’ll see the PHEV. And by then hopefully Ford will have their battery/material sourcing straightened out and it will qualify for the full $7500 credit at time of purchase.Correct on both. Assuming the Ranger PHEV qualified for the full $7500 tax credit, then you would need to be paying at least $7500 in federal taxes for that tax year in order to claim the full $7500 tax credit. It is not a refundable tax credit which means if you can't claim it all then you lose it and it cannot be carried forward to the next tax year.
But, there are useful financial moves that will bump up your tax liability allowing you to to claim more (or all) of the tax credit such as doing a Roth conversion or selling assets that have a capital gain (e.g. stocks or bonds).

Starting in 2024, the Inflation Reduction Act establishes a mechanism that will allow car buyers to transfer the credit to dealers at the point of sale so that it can directly reduce the purchase price.”
Other sites use the wording that car buyers will have the option to use the point of sale. Which probably means you have the option to go the other route too.
