you can program the mileage with Forscan. You'll also needed it to tweak the cluster a bit for your vehicle.If ordered through Ford or other parts dealer, Ford can't or won't reprogram readouts (mileage, etc.)?

Are you sure about the Vin match? I don't think that's correct. It should work plugged in, but things would have to be tweaked, and it would read 0 miles. I don't remember there being a Vin option in the instrument cluster. When i upgraded my '17 mustang analog gauges to a '19 screen type, there was no such issue, plug and play with some tweaks, and this was very different clusters. Doesn't sound correct. What is you source?The HW upgrade itself is no issue.
What you need to ensure though is that the new cluster is programmed to work with your VIN, or it will be just a black screen. Do not know if your dealer will do that or even cord directly if you buy the spare from them. Given this cluster is not an option on your truck, they may refuse to do so

No, the vin is only needed for RAranger to tweak the Cluster correctly for your truck. Vin isn't programmed into the cluster, and it should work as is, on initial plug in.No guarantee, but when I bought mine at raranger the VIN was mandatory. Without, the cluster would have not worked. Cannot tell if forescan has the option to initialize the cluster with the proper VIN, I am no expert of that tool.
And maybe this is an AU-EU thing, in US all clusters work unlocked.

There are allot of options you can/need to access only through the programming software, either Ford or Forscan. For instance the drive mode are set active in this module or not. I activated Mud/Rutt mode and the other off road modes in my 8" cluster. They work. and show in the cluster after activation on the Truck. It will work on initial plug in, just needs some config. The Steering wheel menu is just the surface.
