Missing two rivets

2024 Raptor Ranger
As the title states missing two rivets back wheel well drivers side. Dealer said bumper may have to come off to replace them sound right?

Sucks that they didn't install them, but the whole point of a rivet is that you install it from one side. I don't think anything needs removed.
